The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs).
The work of this bureau includes testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS works to end viral hepatitis, HIV, and STIs in New York City using an approach that is strengths-based, community-driven, and intersectional, accounting for how factors such as race, ethnicity, gender, sex, and socioeconomic status, among others, come together to impact public health.
The Racial Equity and Social Justice Initiatives (RESJI) Program within BHHS leads efforts to embed a racial equity lens across scientific research, programmatic, capacity building, and evaluation activities; supports efforts to advance workforce equity, and leads engagement with broader agency-wide internal reform initiatives to advance racial and gender equity.
The RESJI Program is growing to expand its capacity to support new and ongoing Ending the HIV Epidemic initiatives, including new programs focused on reducing HIV-related health inequities among New Yorkers, and new activities to expand BHHS staff readiness to be racial equity leaders.
Duties:
• Support the scientific research development, implementation, and evaluation of staff training activities related to racial equity, health equity, and trauma-responsive practices.
• Deliver trainings to BHHS and to other teams of NYC DOHMH staff, as needed.
• Work with RESJI team to expand the use of racial equity tools across BHHS.
• Introduce Scientific Research trauma-responsive practices to improve organizational operations.
• Support the development and implementation of standardized trauma-responsive strategies within the Bureau, Division and Agency.
• Enhance Scientific Research practices and policies that promote organizational transparency, accountability, inclusivity, and the equitable advancement of staff in areas of learning and professional development.
• Support the development and implementation of policies and practices that enhance workplace inclusion and equity.
• Liaise and collaborate with staff in other NYC DOHMH bureaus and divisions to learn and share best practices.
• Contribute to federal, state, local, and/or private grant funding opportunities that will enhance the bureau's health equity and/or racial equity priorities, as needed.
• Support the development of dissemination products such as scientific research articles, abstracts, presentations, reports, and manuscripts, as appropriate.
• Identify and develop opportunities for making contributions to public health knowledge and information-sharing among internal and external stakeholders.
• Represent the program, bureau and/or agency, at both relevant internal and external meetings.
• Perform ad-hoc duties as may be assigned by supervisor.
Qualifications:
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Other Preferred Skills:
• Excellent interpersonal skills, and written and oral communication skills.
• Strong professional working understanding of health equity and social justice, with a focus on how each relate people vulnerable to or living with HIV, sexually transmitted infections (STIs), and/or viral hepatitis.
• Strong interest in working collaboratively to foster positive organizational culture change and advance racial equity through improving institutional policies and practice.
• Experience collecting perspectives of diverse stakeholders to inform program planning and/or improvement.
• Professional and/or lived experience engaging with marginalized communities that have been historically underserved by public health and/or health care.
• Ability and interest in working with a diverse range of care and support service providers and community members living with and/or affected by HIV, STIs, and viral hepatitis.
• Experience developing and implementing virtual and in-person adult learning and/or training activities.
• Experience evaluating program outcomes using basic quantitative and qualitative scientific research data.
• Ability to simultaneously manage multiple and diverse assignments and priorities.
• Ability to plan and coordinate events such as workshops, trainings, meetings.
• Highly organized, and able to manage and track project tasks to ensure that deadlines are met.
• Ability to diplomatically navigate organizational culture, cope with multiple demands, and problem solve.
• Highly proficient in Microsoft Word, Excel, and PowerPoint.
• Ability to work effectively independently and as part of a team.
• Experience managing sensitive information.

Proposed Salary Range: 75,504.00 - $ 86,830.00 (Annual)
