Position Summary

The Manager, Global Health, manages and implements APHL activities related to support for the Global Health Security Agenda (GHSA), CDC – International Task Force (ITF), and the President's Emergency Plan for AIDS Relief (PEPFAR). The incumbent of this position provides technical assistance and coordinates implementation or assessment of laboratory practices and management of APHL in-country activities. The Manager works directly with APHL in-country staff, CDC staff in the APHL supported countries, CDC staff at Atlanta HQ, and other partners and collaborators (e.g., WHO Regional Offices, Africa CDC) with interests in national public health laboratory system strengthening. 

Duties & Responsibilities

  • May serves as APHL staff lead for GHSA and PEPFAR Country activities as assigned.
  • In consultation with APHL in-country team leads and CDC In-Country Laboratory Leads, the Manager manages project activities and maintains relationships with the ministry of health staff, country laboratory staff, APHL country teams, other partner organizations, and international agencies such as the World Health Organization.
  • Manages orientation and training related to clinical diagnostic and disease surveillance testing services related to treatment and prevention of infectious diseases and quality assurance for laboratory testing in designated countries.
  • Manages the development of project activities and training programs; presents training on laboratory testing methods, biosafety/biosecurity, next generation sequencing, bioinformatics, quality management systems, and laboratory management.
  • Represents APHL interests during in-country visits, assessments, meetings, training, and workshops.
  • Manages APHL member participation in GHSA, PEPFAR, and ITF projects.
  • Contributes to APHL Global Health website and Global Health SharePoint content for activities related to assigned projects and member opportunities.
  • Oversight of APHL Global Health participation in external events such as World AIDS Day, World TB Day, and professional meetings.
  • Writes articles for APHL and peer-reviewed publications.
  • Drafts scopes of work for APHL consultants and contractors.
  • Manage field staff teams in one or more countries.
  • Supervise up to four staff at APHL headquarters.
  • For specific assignments, develops and implements training; manages consultant and vendor contract reporting and manages logistical arrangements for project country activities.
  • Reviews bids and contracts and budgets developed by APHL management staff for APHL consultants/vendors, approved by Director, Global Health Program.
  • Manages program activities and administrative reporting requirements with CDC Project Officers and other partners.
  • Reviews and is responsible for oversight of project budgets. Tracks financial activities of project budgets.
  • Organizes meetings, site visits, and associated travel.
  • Represents the Global Health Program at meetings and conferences and presents on cooperative agreement activities.
  • Other duties as assigned.

Employment Standards- Education and Experience

  • This is considered a career-level position.
  • Work at this level requires that incumbents possess substantial knowledge of 1) principles, practices, and procedures of laboratory diagnostics and quality management systems as well as proven analytical, research, and project management capabilities; 2) laboratory biosafety and biosecurity; 3) laboratory design and operations as related to functions and safety and 4) advanced molecular detection methodologies.
  • Knowledge and practical experience in the use of laboratory information systems is required.
  • Knowledge and practical experience with cloud computing, next generation, and whole genome sequencing from various matrices is an advantage.
  • Incumbents typically have a bachelor's degree in laboratory science, public health practice, or equivalent education and a minimum of six years of progressive and relevant experience. An advanced degree is preferred.
  • Education in biosafety/biosecurity, next generation sequencing, molecular testing, or laboratory management is advantageous.
  • Working knowledge of public health laboratories is an advantage.
  • Competency in a language other than English is an advantage.

Knowledge

Knowledge of: laboratory diagnosis of infectious diseases, COVID-19 testing methods, statistical methods used in laboratory studies, verification and validation of laboratory assays, and project management. Microsoft Office, PowerPoint, Access database software, and e-mail systems. Experience with next generation sequencing, bioinformatics (CLC Genomics Workbench, Geneious, Terra.bio, Edge Bioinformatics, and command line interface), and real-time and conventional PCR is preferred.

Skills

Skilled in Microsoft Office Suite, including Word, PowerPoint, Excel, Access database software, and e-mail systems. Excellent organizational, verbal, and written communication skills.

Abilities

Ability to establish working relationships with diverse groups; ability to work independently; organize work projects and complete tasks within assigned timeframes.

Special Requirements

The demonstrated capability to handle multiple tasks under tight deadlines. International and domestic travel required (up to 35%) once international travel restrictions are lifted.
