Overview

Global Health Technical Professionals (GHTP) is a US Agency for International Development (USAID) program that offers early- to mid-career global health professionals the opportunity to advance their careers supporting the USAID Bureau for Global Health and its implementing partners. GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.

Summary Statement

The U.S. Government’s (USG) engagement to prevent and treat HIV/AIDS is a top priority worldwide. The USG response includes coordination among the US Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), Department of Defense (DOD), Department of Health and Human Services (HHS), Peace Corps (PC), and other entities. This initiative is collectively known as the US President’s Emergency Plan for AIDS Relief (PEPFAR). USAID has been at the forefront of the USG’s response to provide quality HIV/AIDS services to over one hundred countries to mitigate the health crisis that threatens the prosperity, stability and development of these nations.

The Bureau for Global Health’s Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency’s HIV/AIDS program.  OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS.  It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. 

Job Requirements

The Data Analysis Advisor position is a critically important role within SIEI. The incumbent provides support to technical and managerial staff in advancing the EA Branch agenda by leading a variety of both complex and routine program and financial analysis related activities and advancing OHA’s vision for the use of financial information for strategic decision-making.

Responsibilities

  • Provide technical and strategic support on application of data science and analysis to improve use of financial and input data to assess program performance, promote efficiencies, and optimize resources.
  • Serves as a subject-matter expert on routine PEPFAR financial, input, and program data use in support of various country and technical teams.
  • Generate, process, analyze, and triangulate structured and unstructured data from a wide range of sources for improved decision making.
  • Rapidly conceptualize and respond to data requests from Agency and OHA leadership and present complex analytics and results to a diverse set of stakeholders.
  • Collaborate with data analysts/scientists and program experts across USAID and other US Government agencies to develop, streamline, and improve existing and emerging systems and processes for addressing complex problems.
  • Participate in routine PEPFAR performance monitoring and strategic planning processes, including providing data management support, analytic products, and other visualizations as needed using standard OHA tools (Excel, Tableau, Python, SQL/CQL and R).
  • Identify gaps in knowledge around data collection, analysis and use and develop/advise capacity building strategies to fill these gaps.
  • Increase external visibility of the EA branch through publication, conference/meeting presentations, and building meaningful connections and collaborations across USAID and beyond.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual and Training Plan and Annual Work Plan.

Qualifications

  • Minimum 7 years of relevant technical experience with a master's degree in social science, public health, economics, statistics or a related technical field or a minimum 9 years of relevant technical experience with a bachelor's degree.
  • At least 5 years of professional experience in data analysis and visualization, monitoring systems, program coordination and implementation, and evaluation, preferably relating to HIV/AIDS or other public health programs.
  • Technical expertise in costing, economic evaluation, resource tracking highly and/or use of economic/financial data for program planning/budgeting highly desired.
  • Familiarity with PEPFAR programs, data, and systems highly desired.
  • Advanced Excel proficiency required; proficiency in statistical software (e.g. R, SAS, STATA), and data visualization tools (e.g. Tableau); familiarity with Business Intelligence Platforms (e.g Microstrategy, Power BI) desired.
  • Excellent writing, editing, research, and presentation skills.
  • Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues.
  • Demonstrated ability to work independently and successfully prioritize competing tasks with shifting deadlines and multiple points of contact.
  • Ability to work with mathematical concepts such as probability and statistical inference, ability to apply concepts such as fractions, percentages, ratios, and proportions to reports and financial tracking systems.
  • Ability to work under moderate supervision and bring a problem solving approach to carrying out duties.
  • Ability and willingness to travel internationally to developing countries (up to 30%).
  • US citizenship or US permanent residency with the ability to obtain and maintain a Facility Access required.
