Summary

Works to build the capacity of state and territorial health officials to identify, develop, and analyze evidence-based and evidence-informed law and policy. 

**This is a temporary position with a 3-6month term period. 

Principal Functions:

  • Collects and analyzes state and territorial laws of public health significance.
  • Collaborates with staff across ASTHO relating to integrated programs and activities. This collaboration could include legal research and analysis, tracking and analyzing public health law and policy issues, identifying and analyzing emerging public health policies and strategies, and/or developing and sharing resources for evidence-based and evidence-informed laws and policies impacting public health.
  • Develops public health law and policy materials (e.g., briefs, blog posts, etc.).
  • Responds to requests for assistance and information from members, affiliates, and national organizations.
  • Serves as an information and resource on public health law and policy.
  • Assists in the management of project activities, including meeting planning, and other administrative tasks necessary to support project deliverables.
  • Provides staff support to ASTHO related projects.
  • Works with national partners on related programs and activities.
  • Attends meetings and calls related to public health law and policy.

Qualifications:

  • Juris Doctor preferred. Consideration given to those with relevant experience.  
  • Experience with legal research, analysis, and writing.
  • Experience with online legal research tools (e.g., Westlaw, LexisNexis).
  • Ability to research, track, and analyze appropriate issues and legislation at state and territorial levels using abstract concepts.
  • Ability to exercise own judgment and occasionally consider different courses of action to get the job done. 
  • Ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner. 
  • Excellent written and oral communications skills.
  • Strong positive interpersonal skills.
  • Strong computer skills.
