Public Policy Analyst

The National Alcohol Beverage Control Association (NABCA), located in Arlington, VA was founded in 1938 and is the national trade association representing the political jurisdictions that directly control the distribution and sale of beverage alcohol within their borders.

NABCA's mission is to support and benefit alcohol control systems by providing research, fostering relationships, and managing resources to address policy for the responsible sale and consumption of beverage alcohol.

NABCA has an immediate vacancy for a Public Policy Analyst to work in its' Arlington, VA office. The Public Policy Analyst will assist the Public Policy Department in using big data to shape its policy surveillance efforts while providing research, analytical and programmatic support to the Director, Public Policy in implementing initiatives that advance the interests of control state jurisdictions and members.

In addition to providing programmatic support, the Public Policy Analyst will use visualization tools to create a dashboards and other tools to translate research in meaningful ways.

This position reports to the Director, Public Policy.

Duties :

The Public Policy Analyst will support the Director, Public Policy with a variety of functions.

S / he performs the following duties :

Science, Research, Policy and Analytics

  • Provides research, analytical and programmatic support on a range of relevant issues to inform NABCA's Public Policy efforts;

conducts primary research; drafts memos, public policy research reports, issue analyses, talking points, presentations, etc.

assists in tracking and analyzing public policy changes that affect control jurisdictions and NABCA

  • Assists the Director, Public Policy in developing interactive tools to translate complex health, safety, and policy data into usable visualizations and infographics for members and other stakeholders.
  • Creates interactive dashboards and data visualizations to support Public Policy research and analytic efforts; creates interactive maps, charts, graphs, etc.
  • researches and recommends dashboard and visualization improvements; performs data extraction and manipulation from multiple data sources;

cleans, organizes and synchronizes complex

  • Monitors, tracks and analyzes large datasets from federal and state agencies related to alcohol, health, and safety policy;

identifies and critically assesses relevant data sources; carefully considers the limitations and opportunities presented by each data source before utilizing internal and external data

  • Assists the Director, Public Policy with policy and data surveillance activities; systematically collects tracks, codes and stores policy data variables;

maintains databases, datasets, mapping resources and other tools to systematically track and organize the repository of public policy information.

Program Administration

  • Assists the Director, Public Policy with the Education and Supplemental Awards program, providing administrative oversight for full program;

provides input on project ideas as

  • Assists the Director, Public Policy in compiling and organizing relevant stakeholder information from staff, members, organizations, etc.
  • maintains rosters of key players engaged in relevant public policy dialogues in each jurisdiction to support efforts to maintain productive working relationships with public policy stakeholders;

assists in addressing and tracking public policy information

  • Assists the Director, Public Policy by coordinating briefings, conference calls, forums, webinars, and similar events;
  • manages the logistics of setting up virtual meetings, briefings, presentations, conference calls, issue forums, and other events;

suggests new Public Policy research web pages to the Director, Public Policy; works collaboratively with Communications staff to maintain the Public Policy pages of the web

  • Maintains the Public Policy calendar and other departmental reports; attends conferences, forums, meetings, etc. as requested;

Qualifications :

  • Bachelor's degree in public policy, public health or directly related major and a minimum of 2-3 years of directly relevant work experience in a public policy or similar position are required.

Appropriate consideration will be given to directly relevant work experience in lieu of the educational requirement or the possession of an advanced degree.

Master's degree in directly relevant field is preferred. Coursework in Data Science, GIS, or a similar technical field is a

  • Strong written and verbal communications skills

a clear, effective writing style are required. Must have an eye for detail and be able to proof for accuracy and comprehension.

Strong research and analytical skills are essential. Experience writing public policy briefs, analyses, fact sheets or directly relevant work products is required.

Must be able to effectively synthesize and summarize information to emphasize the key issues. Must be a quick study who is able to quickly comprehend and be conversant regarding new and evolving policy topics

  • Experience summarizing complex, nuanced public policy information from a variety of sources and translating the content into meaningful visualizations, interactive web tools, dynamic infographics, and fact sheets is
  • Must have experience using Tableau, Power BI, Qlik, D3 or similar tools used to build and maintain dashboards and data visualizations.

Experience cleaning and organizing data is Knowledge of tools such as Python, R or similar tools used to query and analyze data is a plus.

  • Advanced Excel, Powerpoint, Word and Outlook skills are required. Intermediate proficiency with software tools used to accomplish research, analytical and reporting tasks (graphs, tables, charts, mapping, etc.
