B. Summary Statement

The Commodity Security & Logistics Division (CSL) is one of four divisions within the Office of Population and Reproductive Health (PRH), Bureau for Global Health (GH). CSL supports access to voluntary family planning and reproductive health care by ensuring the long-term availability of a wide range of quality family planning and reproductive health (FP/RH) commodities through the public and private sectors. In addition, CSL is one of five divisions that implements the Bureau’s Global Health Supply Chain (GHSC) program that includes multiple awards with the overarching objective to increase the availability of health products in public and private services through strengthened supply systems and supportive environments for health commodity security. The work of CSL requires technical leadership and coordination within GH, with USAID field missions, as well as with other U.S. Government agencies and multi- and bi-lateral donors, foundations, manufacturers, and other private sector partners, for which the Program Analyst supports.

CSL comprises two teams. The Central Contraceptive Procurement Team (CCP) oversees contraceptive procurement and global supply chain activities, and the System Strengthening Team oversees technical assistance for strengthening country supply chains..

The Program Analyst serves of a member of the CCP team which is composed of eight professional staff and manages a portfolio of contraceptive and FP/RH commodity procurement and delivery and related activities valued at approximately $50 million/year and serves over 50 countries.  CCP ensures the highest level of performance in the procurement and delivery of quality contraceptives and FP/RH commodities for USAID-supported programs.

C. Job Requirements

The Program Analyst (PA) will be an essential member of the CCP team and support technical and managerial staff with a variety of both complex and routine administrative and technical duties. These duties range from tasks such as scheduling briefings and meetings and maintaining program files to more complex analytical tasks such as collecting, compiling and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems. The PA works closely with the CCP team and provides input on related technical issues. The PA also works with other members of the CSL division (and potentially across other parts of the PRH Office or GH Bureau) to assist in areas within the purview of CSL; assignments may include country backstopping, overall administrative support, and other duties as assigned. The PA ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to be familiar with technical issues and policies pertaining to CCP, CSL, and PRH, and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

At the GS-11 equivalent level, PA time will be split between programmatic or technical tasks (approximately 60-80%) and administrative tasks (approximately 20-40%).

D. Essential Duties & Responsibilities

  • Support technical, programmatic, and administrative engagement of PRH/CSL-managed agreements including coordinating communication, developing work plan priorities, developing technical and program documents and annual reports, and supporting the compiling and presenting of financial documentation.
  • Assist CORs, Technical Advisors, and Financial Analyst in compiling appropriate financial documentation to ensure timely award and sub-award approvals, budget obligations, and agreement/contract modifications; assist technical staff in the preparation of various program documents and correspondence such as project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards; compile and analyze programmatic, technical, and budgetary data for the CCP project(s) and activities, and organize data for use in briefings, publications, reports, and decision making; and support the formulation and implementation of program budgets, including Office and Agency budgeting exercises.
  • Support CSL and PRH technical and programmatic priorities, including assist in development of technical and program documents, such as annual reports, interagency documents, action memos, talking points, Congressional Notifications, and technical PowerPoint presentations; assist technical staff in supporting the field as necessary; travel to USAID missions as necessary; track, oversee, coordinate, and report on field support (may include technical responses to emails and phone calls); coordinate, organize, and liaise with members of working groups, missions, and other USG agencies and donors in support of program implementation, and attend working groups to advance USAID program objectives; and assist in development, review, and analysis of program technical updates.
  • Execute administrative tasks including schedule team meetings and events; support team with general logistics/support; maintain team calendar, call lines, meeting setup and logistics; provide administrative support for hiring actions, onboarding of new staff, meetings logistics, Front Office taskers, and memos, as needed; and document minutes/notes of regular division and/or branch meetings, or other partner meetings, as required.
  • Coordinate CCP’s Document and Archival Tracker and the development of Standard Operating Procedures (SOP’s) to ensure that CCP operational and technical approaches are properly documented and adhered to; remain abreast of new developments and emerging issues relevant to the work of CCP by attending briefings/conferences/workshops, disseminating information to staff; serve as a point-of-contact for condom procurement; collaborate with the Office of HIV/AIDS for reporting on condom procurement.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
  • Performs other duties as assigned.

E. Minimum Qualifications

Qualification at the GS-11 equivalent Program Analyst level requires a bachelor’s degree in a related field and a minimum of 5 years of relevant experience, or equivalent combination of education and experience.  Alternately, an individual may qualify at the GS-11 equivalent Program Analyst level with a master’s degree and a minimum of 3 year of relevant experience.

Candidates must have:

  • At least 3 years of professional experience with one or more public health technical disciplines such as (Family Planning and Reproductive Health, HIV, etc); job duties/responsibilities generally related to PD requirements.
  • Strong organizational skills
  • Experience in project administration and management procedures
  • Knowledge of USAID rules, regulations and capacity building concepts is a plus
  • Ability to effectively present information and respond to questions from team members, managers, and others
  • Strong quantitative and analysis skills
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint)
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Experience with research evidence review, including systematic literature reviews.
  • Experience with coordination of health care or research programming between international donors and other U.S. Government agencies
  • International travel, ranging from 15-30%
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain Facility Access required.
