FELLOWSHIP OPPORTUNITY DESCRIPTION

Background:

Office of Learning, Evaluation and Research within the Bureau for Policy, Planning, and Learning (PPL/LER) leads USAID’s efforts to promote learning through evaluation, performance monitoring, knowledge management and research for foreign assistance programs.  As the USAID COVID-19 Task Force stood down in September 2020, PPL/LER has taken on COVID Monitoring, Evaluation and Learning responsibilities related to Pillar 4 of the response, or programming aimed at mitigating the non-health secondary impacts of the pandemic. These functions include implementing the COVID-19 response MEL Plan, including designing and managing cross-cutting evaluations, updating and coordinating the reporting of performance indicators tracking progress towards COVID-19 programmatic outcomes, and synthesizing information and learning through analysis.

Introduction:

The COVID-19 Monitoring, Evaluation and Learning (MEL) Advisor (Advisor) will be part of and support the PPL/LER COVID-MEL team. The Advisor will participate in activities and support the planning and implementation of COVID-19 performance indicator data collection and use, evaluation design and management, and conduct analysis to detect trends and gaps in information. The Advisor will also support a quarterly review process designed to meet the White House’s Office of Management and Budget guidance.

Reporting structure:

The Advisor will receive technical direction from the PPL/LER COVID-MEL Team Lead who will serve as their Point of Contact.

Essential Duties and Outcomes:

Strengthen and support the data and information systems and analysis to track progress over time for USAID’s COVID response:

• Liaise with multiple offices to support the timely reporting and use of performance indicator data (primarily for pillar 4) in the COVID-Info system.
• Analyze performance monitoring data and write and edit reports.
• Respond to external and internal data requests.
• Generate data visualizations and analysis for quarterly progress review reports and presentations.
• Gain proficiency in COVID-Info data entry and report functions, and, as needed, help train and build capacity of POCs across the agency to use the system.

Support the planning and implementation of one or more evaluations or studies to address questions related to USAID’s programming aimed at mitigating the secondary impacts of the COVID-19 pandemic:

• Support development of the technical design for evaluations and studies.
• Contribute to the design and review of evaluation plans as directed.
• Synthesize results of COVID-19 evaluation activities.
• Support evaluation management and logistics.

 Build USAID capacity for knowledge management and learning processes associated with USAID’s COVID-19 Response.

• Create processes and tools to track and synthesize learning from evaluation, other studies, program monitoring, or other data sources to understand overall results for COVID-19 programming.
• Support development of accessible learning products, such as infographics, data visualizations, reports, webinars, presentations for knowledge sharing and use
• Provide communications support for the team.
• Liaise with Agency-Wide and Sector Learning Agenda teams when addressing questions that link to COVID and agency-wide learning priorities.
• Liaise with the Agency Evaluation Officer and Agency Knowledge Management and Learning Officer, as needed, to coordinate work.
• Build the capacity of others to access and use the learning products and knowledge management processes to inform their work.

Anticipated learning outcomes: approximate 10% time

• Apply technical knowledge in global health programming and MEL to USAID’s programmatic response to address secondary impacts of the COVID pandemic.
• Identify and leverage a broad network of peers and advisors within USAID to enhance peer support learning and professional development.

FELLOWSHIP REQUIREMENTS

Required:

• Minimum 2 years of relevant technical experience with a master’s degree or a minimum of 4 years of relevant technical experience with a bachelor’s degree.
• Experience with monitoring or evaluation of foreign assistance programs.
• Data analysis skills and the ability to use software – such as Tableau, Excel, and google sheets – to analyze and visualize data and create dashboards.
• Ability to understand and use internal USAID data systems.
• Demonstrated knowledge and experience with USAID program, procedures, and systems for program design, monitoring and evaluation.
• Strong interpersonal skills and excellent oral communication and writing skills.
• Strong teamwork and team-building skills.
• Demonstrated flexibility and openness in responding to changing work priorities and environment.
• US citizenship or US permanent residency required.
