Public Health Implementation Facilitator

ICF is seeking a Public Health Implementation Facilitator with project coordination or management experience for a full-time, on-site position in Silver Spring, MD.  This position requires very strong organization skills.  It supports ICF’s work with the Defense Health Agency (DHA) Psychological Health Center of Excellence (PHCoE), Clinical Care Branch.  It supports a variety of psychological health-related activities within a DoD / military population.  Example activities may include, but are not limited to psychological health-related trainings, program evaluations, and clinical support tools; working group facilitation (meeting management, minutes, progress tracking, etc.); and psychological health-related activities such as publishing management guidelines, policy management, and clinical support tools (representative list only, not exhaustive).

The successful candidate will bring project management/coordination related experience to help keep tasks/initiatives/projects on track (progress tracking, risk management, stakeholder communications, etc.).  He/she will also have experience interfacing with external stakeholders (i.e., external to the client organization, PHCoE).

Key Responsibilities:

Conduct ongoing monitoring and evaluation of project processes and outcomes data and report on project progress.  This may also include providing project owners with recommendations to improve and/or overcome shortfalls and formulate alternative courses of action for the solution of complex challenges.
Conduct research and analysis of policy issues, preparing decision memos, and presenting findings and recommendations to DHA and other military leadership on evidence-based and best practices.
Disseminate and deploy implementation guides for evidence-based practices.
Provide assistance to the development of clinical care solutions resolving research policy gaps or inconsistencies.  This may include developing and implementing strategies to engage military, federal, and general public audiences, and promotion of clinical support tools.
Assist in the development of program regulations, written protocol, and guidance materials.
Manage and coordinate various workgroups (e.g., “Suicide Intervention Work Group”) to ensure workgroup charters and objectives are executed and obtained as designed.
Develop a rapport with Service leads and providers at various medical treatment facilities and clinics to share and disseminate information and resources.
Serve as primary POC for various Information Collection activities, answering questions, helping to ensure activities remain on schedule.
Develop written products (e.g. Briefing papers, Presentations, White Papers, Manuscripts, etc.) as requested to communicate project results to military and civilian leaders as well as the general public.

Mandatory Qualifications:

Bachelor’s degree in Public Health, Mental Health, Health Care Administration or related field
Expert-level organization skills; strong interpersonal skills with the ability to work as part of a diverse team of mental health professionals
3+ years’ experience in project coordination or management,
Prior experience supporting program monitoring and evaluation
Demonstrated experience operating as a member of a team with the ability to support multiple tasks in a fast-paced environment with diverse stakeholders
Excellent written and oral communication skills and the ability to communicate technical issues to non-technical audiences.

Beneficial Qualifications:

MS in mental health or public health
Prior experience working in a federal/military setting
Prior experience supporting the translation of research into practice
