Under general supervision of the Director of ARCHES Branch Director, the Communicable Disease Database Manager will support the Epidemiology and Surveillance response to the COVID-19 pandemic. The objectives are (1) understand the burden of disease among residents in San Francisco, (2) conduct public health surveillance for new infections, (3) characterize the epidemiology of COVID-19, and (4) develop actionable knowledge to support decision-making across the public health response. The Communicable Disease Database Manager will work with the Population Health Division, the San Francisco Health Network, and staff from other health systems within the City and County of San Francisco.
This position may include weekend hours or shifts to provide for weekend coverage of essential duties. This time would be included as part of the regular work schedule and would be planned in coordination with the CD Database Manager.
This is a temporary, grant-funded, full time, benefited position. Employment is provided by Heluna Health.
ESSENTIAL FUNCTIONS
- Develop and implement epidemiologic studies and projects to assess the burden of COVID-19 in San Francisco;
- Prepare reports of these studies in written and oral formats;
- Serve as liaison for ARCHES to other agencies on issues related to the investigation of SARS-CoV-2 infections;
- Participate in weekly epidemiology and public health information system meetings;
- Participate in relevant Department Operations Center meetings;
- Conduct epidemiologic investigations of COVID-19 through the development of data collection instruments, discussion with local health departments and health care providers regarding prevention/control measures, and participation in interviewing subjects when needed;
- Track and investigate cases of COVID-19;
- Design and prepare trainings and educational materials on COVID-19 to present to a diverse range of public health officials, healthcare providers, patients, and community stakeholders;
- Prepare reports of analyses of surveillance data and outbreak investigations for use within SFDPH and for distribution to health care providers, community stakeholders, the public, and the media;
- Contribute to the preparation of written materials and presentation for possible use in San Francisco;
- Keep informed of current local and national trends in public health and the COVID-19 pandemic;
- Attends and represents ARCHES at Branch, Division, and Department level meetings as well as community meetings;
- Confers with supervisor and Branch leadership regarding assignments, problems, and progress.

JOB QUALIFICATIONS
- Ability to establish a data management and data quality assurance protocol.
- Ability to create programs, trouble-shoot, and perform data analyses independently and assist others in doing so.
- Expertise in statistical software to analyze and visualize epidemiologic data.
- Ability to handle a variety of tasks with a high degree of accuracy.
- Interest and ability to learn new technologies and to cross-train to support other staff duties.
- Strong verbal and writing communication skills.
- Excellent organizational skills and ability to work independently and take initiative.
- Ability to adopt quickly and be flexible to ensure continuous quality improvement of data flow and management
- Strong skills in translating data findings and data management needs in order to inform decision-making and data use by program leaders and other collaborators
DESIRED QUALIFICATIONS
- Experience with using SQL to pull and manipulate data from a database.
- Ability to design and maintain relational databases.
- Strong analytical skills using R, SAS, Stata, or other statistical program.
- Knowledge and experience employing data visualization best practices using tools such as PowerBI and Tableau.
- Knowledge and experience working with electronic laboratory reports for reportable conditions.
- Sensitivity to and experience working with diverse racial/ethnic communities and work experience and interest in infectious diseases.
Education/Experience
- Master’s degree in Epidemiology, Biostatistics or in related field or demonstrated equivalent work experience

- Experience working in a government agency at the local, state, or national level.
- Experience in public health preparedness and emergency response
- Knowledge of community-based HIV and HCV testing practices
