International Health Specialist
Job Description:
- Participate in providing biomedical, technical, and scientific adeptness for NIAID biomedical research activities as conducted by various NIAID divisions and extramural grantees within the designated region.
- Perform quantitative and qualitative reviews of research on a variety of documents to glean NIAID research results to gather, correlate, analyze, and recommend solutions to facilitate the documents, definition and scope of unmet needs of the assigned region.
- Serve as an NIAID point-of-contact between the Institute and Ability to liaise with other organizations to scientific, health, and political representatives from embassies, other government agencies and national and international institutions, on less complex issues related to the designated region.
- Assist in establishing and maintaining collegial relationships with relevant multilateral organizations and consortia (e.g., World Health Organization (WHO), Pan American Health Organization (PAHO)), including public and private partnerships.
- In collaboration with in-country counterparts, serve as a team member and assist with researching and providing data on the cultural and political dynamics of a region/country and how these may impact scientific research, the priority health concerns of different regions, and the location/capacity/ongoing activities of research facilities in the countries.
- Participate in collecting and analyzing data/information on biomedical research supported and conducted by the U.S. and foreign institutions and prepare reports for the decision makes.
- Provide input for position papers, analyses, and briefing documents on NIAID programs for use by U.S. representatives at joint science and technology review meetings, meetings of multilateral organizations, and interagency meetings.
- Coordinate foreign clearance approvals of NIAID international awards (i.e., foreign components and direct foreign awards).

Qualifications
Basic Requirement:Degree: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
AND
To qualify at the GS-09 level, you must meet one of the following qualification requirements:- Completed 2 years of progressively higher-level graduate education leading to a master's degree or, have a master's or equivalent graduate degree in a related field;
- Have at least one year of specialized experience equivalent to at least the GS-7 level in Federal Government obtained in either the private or public sector, performing the following types of tasks: collecting data and preparing reports for use in evaluating research program planning activities; researching and evaluating the effectiveness of program or administrative operations; and representing an organization on committees concerning global research programs, requirements and issues: OR
- Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
- Completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or, have a Ph.D. or equivalent doctoral in the related field;
- Have at least one year of specialized experience equivalent to at least the GS-9 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: coordinating data on political, economic, and cultural dynamic forces and how they may impact present research activities or future research efforts; assisting with development of international policies, collaborative procedures, and appropriate mechanisms for joint efforts; coordinating and assisting in facilitating workshops, meetings and conferences to support international research programs; OR
- Have a combination of post graduate baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
