We are seeking an Evaluation Specialist who has experience supporting public and global health initiatives for the federal government, commercial, and non-governmental organizations. Considered candidates will have the opportunity to support our nation’s public health initiatives, develop and evaluate effective, appropriate communication efforts focused on Novel Coronavirus Disease-2019 (COVID-19).

General Duties:
  •  Provide input on the design of communication efforts for international travelers to East Asia and other countries with COVID cases/outbreaks for the prevention of imported COVID and its spread in the United States.
  • Support assessment of target audience knowledge, attitudes, perceptions, and behaviors (KAPBs) regarding COVID-19 risk and prevention, as well as audience values, concerns and communication preferences.
  • Conduct primary formative evaluation (community listening sessions or group discussions) exploring barriers and facilitators to COVID-19 prevention and control behaviors, COVID-19-associated fears and stigma, information and support needs, trusted sources of information, and preferred channels, formats and settings for reaching audiences with agency information.
  • Conduct message-testing evaluations of audience reactions to content, tone and images.
  • Develop an evaluation plan designed to track process and outcome measures, including implementation, reach and audience reactions to allow for strategic redirection as needed
  • Implement process and outcome evaluations of COVID-19 communication efforts.
  • Develop draft and final evaluation reports.
  • Lead stakeholders through the strategy and process to define evaluation needs.
  • Participate in needs assessments, environmental scans, impact assessments, meta-analysis and cost- benefit or cost-effectiveness analyses.
  • Design detailed program logic models.
  • Lead the OMB/IRB process for data collection as required.
  • Responsible for the writing and editing of routine and ad-hoc research and evaluation reports.
  • Conduct systematic and descriptive literature reviews.
  • Presents findings, results, and recommendations to client and leadership using appropriate language and visual representations of data.
  • Remain abreast of research and evaluation trends to ensure valid approaches and strategies are current.

Qualifications:

  • Knowledge of research and evaluation methods and practices
  • Ability to perform complex analytical studies and interrupt results
  • Ability to effectively communicate in writing and orally
  • Well versed in Microsoft Office products
  • Experience balancing multiple projects with strong attention to detail, organization, and efficient time management skills.
  • Familiarity and experience with, as well as a deep understanding of the cultural norms and communication styles of target audiences to ensure the cultural sensitivity of the creative and evaluation approach.

Required Education and Experience:

 PhD or MPH in public health, behavioral health sciences, social science, or related field
 Minimum 4 years of experience post-graduation
 Experience with data analysis and visualization software including SPSS, SAS, STATA, R, ArcGIS, NVivo, Atlas.ti, MS Access, MS Excel, MS Publisher, MS Word, Tableau, etc.
 Proficient using quantitative and qualitative data collection and analyses methodologies
