Project Title: Consultant Public Health Adviser - Programming COVID-19 (Open to remote location)
Background:
Mercy Corps operates in over 40 countries worldwide and has 5000 staff worldwide. Our team travels frequently and many of our operations are in countries experiencing the effects of the COVID-19 outbreak. In the 40+ countries where we work, Mercy Corps programming reaches households, communities, civil society Actors, and private sector partners. As COVID-19 changes how we travel and work, it will also change how we program.
Purpose / Project Description:
As this outbreak continues, Mercy Corps is establishing systems to ensure the safety of our staff and the continuity of our business. This work is well underway. This position is a key leader, convener, and advisor to Mercy Corps on the programmatic piece of COVID-19. Field teams will need various levels of support, but need guidance and programmatic engagement to first adapt and change existing programs, as well possibly expand to better serve communities. This position works closely with the global Technical Support Unit so they can continue to support our team with tools and best practices for COVID-19 programming.
Consultant Objectives:
To provide programmatic support to country and regional teams affected by COVID-19. This support will initially focus on guiding the adaptation of existing programs in the face of an expanding epidemic and increasingly restrictive operational environment. It will also involve coaching country leadership through how to shift to IEC/ IPC work with teams who do not have significant experience in health programming. As the situation evolves, the consultant may be required to provide ideas and technical guidance for new forms of programming.
Consultant Activities:
The Consultant will:
Provide programmatic support to Mercy Corps’ global team in developing response measures, communicating regularly via Skype, telephone or email.
Monitor global networks (WHO, CDC, ISOS, Health and WASH Global clusters and other) and give advice to Mercy Corps country teams on programming.
Consult and coach teams on program (re-) design, including establishing ‘red lines’ on when to move toa different phase of programming.
Prepare guidance information for Mercy Corps’ global team (executives, technical support and humanitarian leadership teams).
Support with technical inputs into proposal development, as needed.
Collect questions and update the FAQs related to programming (donor advice, budget, staffing, etc…)

Time frame / Schedule:
On-call full-time (remote) basis, estimated 40 hours per week for 8 weeks, between 16 March to 16 May, 2020. Possible to extend hours with prior approval from supervisor. (320 hours total)

- Produce programming guidance for country teams.
- Produce and deliver presentations/ webinars for COVID-19 programming.
- Provide remote support and coaching for program teams on programming adaptations.
- Technical input to proposals, as needed
- Revise or update materials following Mercy Corps’ feedback as requested.

Required Experience & Skills:
- The ideal consultant will have the following experience and skills:
- An advanced degree in Public Health (MPH or higher) and significant experience in responding to public health emergencies
- 5-10 years of extensive on-the-ground- experience implementing field programs
- Background in developing multi-channel public health/WASH-related social and behavior change communication messages and materials for diverse audiences
- Experience in coaching, training and/or remote advisory support
- Cultural sensitivity and the ability to communicate simply and effectively with colleagues from across the world, many of whom have non-health backgrounds
- Independent, pro-active and capable of delivering quality work with minimal supervision
